To meet the evolving needs of the community sector by transforming care through job redesign, technology, and workflow improvements.
Background
Healthcare had been battling issues such as ageing population, manpower shortage, and rising care expectations. Interest among locals in community care roles remain lukewarm and the hiring crunch is further exacerbated by the lowered foreign ratio quota. There is a burning need for the community care sector to look into care transformation to provide sustainable care in the long run.
Methods
The service model was redesigned to better support, attract, and retain an ageing local workforce. The Greenhouse model was referenced, and roles of Healthcare Assistants and Nursing Assistants were expanded to become Resident Care Associates (RCA) with the help of a Job Redesign (JR) Consultancy firm. Salary and career progression were reviewed, and psychosocial and therapy assistant-like roles were added to a RCAs role.
Results
The project has been scaled up to all Ren Ci Nursing Homes. As of end 2023, CCA JR at Ren Ci @ Bukit Batok was completed, and training continues at Ren Ci @ Woodlands. AIC is scaling this project sector-wide, and Ren Ci is sharing its experience with AIC and other CCOs. JR will also be done for higher tier roles of Community Care Executive (CCE) and Community Care Manager (CCM).Training for Ren Ci staff was conducted through the Ren Ci Learning Academy. New technologies were adopted to support staff, such as the use of mobile hoists and enhanced electronic templates. Survey results were positive; 95% of CCAs would recommend the new role to others.
Conclusion
The project has successfully transformed the role of the entire direct care staff cohort organization-wide at Ren Ci, and is being shared with other CCOs for their own JR conversion.
Lessons Learnt
The expanded role for CCAs allowed nurses and therapists to spend more time on complex cases and practice at the top of their license. The JR provided an opportunity to professionalize the image of CCAs, empowering staff with a renewed sense of job identity.
